Senator Raffy Tulfo aired his belief that the so-called incentives or commissions attained from every traffic violation ticket issued should be discontinued because it opens doors to corruption. Sen. Tulfo also wants to cease the practice of deputizing high-ranking police officials with traffic citation tickets since they're not the ones on the ground to issue them when traffic violators are apprehended. According to Land Transportation Office (LTO) Executive Director Greg Pua, Jr., they deputize even high-ranking officers as long as undergo the proper training and participate in seminars. Tulfo said that there must be a ceiling for the qualifications and added that patrolmans should be the one deputized by the LTO since they're the ones in the field. "Colonel ang nakapirma sa ticket, ang nag-issue si patrolman (The undersigned on the ticket is a colonel while the one who issued it is a patrolman)," he added. Pua said that they would look into Tulfo's suggestion. 1-Rider Party-list Rep. Bonifacio Bosita, a former policeman, said that in Las Piñas a major is the one deputized while patrolmen are the ones issuing citation tickets. Apart from this, the local government is also providing a 20 percent incentive to the police. "Para ma-issue iyang ticket at maging legal ang pag-issue ng ticket si major dapat nandun sa site, siya mismo nakakita ng violation at siya yung pipirma, mag-e-explain sa traffic violator (For the issued citation ticket to be legal, the major has to be there onsite, he should be the one who witnessed the violation and sign it as well as explain it to the traffic violator)," Tulfo said. He then asked the head of the Las Piñas Traffic Management Office Jose Gonzales to recall all the citation tickets. The PNP said it will advise all the senior police officials from local government units (LGUs) to refrain from acquiring deputization. For the part of LTO, Pua said that they have no "quota systems" in place and that the fines from traffic violations directly go to the government. Bosita said that he was able to speak with a certain district officer of the LTO who was scolded due to the low revenue attained from traffic apprehensions. "For so many times, nakita po natin parang may pwersa doon nagtutulak sa enforcers niyo sa LTO e. Kahit mali-mali yung huli talagang pinipilit nila (For so many times, we've observed somehow that there's a force that's pushing LTO officers.
